Representative Mulder moved that the House rescind its previous                
action in failing to adopt the constitutional budget reserve fund              
appropriations (Article IX, Section 17(c), Constitution of the State of        
Alaska) (page 1674), for the following:

"An Act making appropriations for the operating and loan program              
expenses of state government, for certain programs, and to                     
capitalize funds; and providing for an effective date."                        
                                                                               
The question being:  "Shall the House rescind its previous action in           
failing to adopt the constitutional budget reserve fund appropriations         
(Article IX, Section 17(c), Constitution of the State of Alaska)?"  The
